    Ok, while I'm trying to get this working properly for 3.0 (can't find a way to distinguish between a mount and a flightpath that the secure frames will let me use) I'll put in an "always on" option.

    Actually there are very little to no action bars that simply display another action bar and that's all. Most change the default UI which many people do not want. My favorite action bar add on zBar2 is no longer working for 3.0 and looks like it will never be updated, so many of us are looking for empty action bars that we can use that do not alter anything else. And my main use for those things is for dailies, this will help for a few of them but it's been tough to get something we like these days

    No, it only shows up while you're flying - that's kind of it's whole "thing" if you will.
