Adjust UIPanel and Bag offsets with sliders in the Blizzard options frame.

Options:
- UIPanel Left Offset

It's amazing how the smallest things can make such a difference to your playing, but the loss of UIPanelOptions when Cosmos went was a real blow to convenience.
