While it may work with the current version of the Wow client, LitheTooltipDoctor is no longer being maintained. Please download my replacement addon Tipsy which is being actively maintained:

Description:

A simple addon for repositioning your game tooltip. It doesn't change the tooltip in any way and shouldn't interfere with any other tooltip tweaking addons.

Available Commands:
-------------------------
/ltd show - Shows the tooltip anchor. Drag it where you want and right click when done
/ltd reset - Resets the anchor back to the center of the screen (in case you lose it off screen)
