Priority Multiple Target : Hammer of the Righteous > Consecration > Holy Wrath > Avenger's Shield > Shield of the Righteous / Word of Glory > Judgement

The 939 Rotation : CS -> X -> CS -> X -> CS -> X ...
X = Shield of the Righteous/Word of Glory (activate at 3 Holy Power) > Judgement > Hammer of Wrath (when target is below 20%) > Avenger's Shield > Consecration > Holy Wrath.
The 939 Rotation (AoE variation) : HotR -> X -> HotR -> X -> HotR -> Shield of the Righteous/Word of Glory (for WoG builds)
