Tried this today, just for ****s and giggles since the zone is so well designed you really don't need to be told what order to do stuff..

First off, you should use AddonLoader if present:
I would also add a conditional self-disable for the non-AL users, so it only loads once if the player won't use it on this toon.

Second, a few tweaks. In the firs circuit, where you get the horse, you should send the player after arrows first. Then scarlets (they'll kill citizens getting arrows and soldiers on the way to the horse), then steal the horse. On the first circuit through town, send them after the mayor first, then citizens and soldiers on the way to the cauldren/chain. On the quest to torture scarlets for info, toss in a few use item objectives to ensure the player equips the pokers.

All in all very decent guide here, just needs a few tweaks and some loading condition fixes.
