FLOP notifies you in chat.
FLOP: Flame Leviathan OPtimizer
FLOP, the Flame Leviathan OPtimizer, adds a slash command to optimize your gear for vehicular slaughter.

Despite the name, this addon is effective for all scaling vehicles:
  • Flame Leviathan
  • Malygos (Phase 3)
  • The Oculus

Usage:
/flop - Scans your equipped inventory and any available bags (including the bank) for the highest-level items you own, then equips those items (ignoring slots not counted by vehicles, such as the offhand and ranged slots). If FLOP has already equipped a set of gear in this manner, re-entering "/flop" will revert to the gear worn prior to FLOP's activation.
Change Log - FLOP: Flame Leviathan OPtimizer
1.3
- If FLOP replaces a MH/OH pair with a 2H, it will now properly reequip the OH when reverting gear.
- If FLOP would replace a MH/OH pair with a 2H item, but there is no bag space for the offhand, it will announce the problem and suggest the appropriate 2H.

1.2
- Corrects a pair of typos that prevented FLOP from optimizing the second ring and trinket slots.

1.1
- TOC bump for 3.2
- Assorted minor code cleanup.
- Fix for display of some iLvl calculations.
-- Core functionality was never affected by the above bugs.

1.0
- Initial release.

Indeed. Presently, scaling vehicles ignore the offhand/shield, ranged/relic, ammo, tabard, and shirt slots. So far as the vehicle is concerned with your weapon slots, the only thing counted is your main hand.

In your case, FLOP will note your MH's 219 iLvl, and upon finding the 232 two-hander in your bags, equip that, automatically unequipping your shield. If you don't have bag space for your shield, FLOP will notify you that your bags are full and suggest the best 2H you've got.
