/Say warning for stacks

A mod to make sindragosa stupidly simple.

Yells at you when you have x amount of stacks for Instability, or Chilled to the Bone. The amount of stacks can be set at the top of the lua code.

Added an option to turn alarm sound on or off.

Fixed it up and rewrote most of the addon.

Thanks, Will be fixing up and raid testing 0.3 tonight, feel free to use 0.2 as i used that in raid last night and it worked fine
