This is a webfrontend for Guild Event Manager from Kiki (http://www.curse-gaming.com/mod.php?addid=979). You need a webserver with php and mysql.
At the moment you can't subscribe to events via the web, this is planned, but for now it just displays your Events, subscribers and Blizzards Resettimes. You need to upload C:/Program Files/World of Warcraft/WTF/Account/<accname>/SavedVariables/GuildEventManager2.lua, the lua might occur elsewhere but this is the right one.

As this is not dependant from WoW Lua, it still works with 2.4 and with the latest Guild Event Manager from Christophe.
