Healing Estimator DW Popular!

Healing Estimator by armo quickly rewritten from scratch for BC. This only includes the healing estimator bar, and does not track statistics about your healing (no reason to have that info, damage meter mods do it)

this is my first released addon. I am not very familiar with lua or the wow api, so if you notice any code that could be done in a more efficient manner please let me know.

/he threshold <percent> (if the heal will overheal more than that percent, the bar shows red)
/he lock (toggle dragging on/off)
/he anchor (anchor to castingbar, currently only works with default)

-make the estimated healing values more accurate ( currently calculated by AVERAGE_HEAL_FROM_TOOLTIP + (PLUS_HEALING*CAST_TIME_FROM_TOOLTIP/3.5) ideally this would pull these values from a databse, and account for talents and spell levels also.

please let me know if you find any bugs that have an impact on functionalty

it was a complete rewrite, so everything was deleted. please let me know if the localization I added works. Also, if you could give me the names of Binding Heal and Chain Heal in german I would appreciate it.
