I think you are misinterpreting what you are seeing, from what I've seen in the lua of relegation it uses hash-signatures to match exact messages, while relegationw is just for logging potential new spammers from which Polarina can then extract a hash-signature for that particular message.
In short, the lua (log file) you were looking at is not a log file of reported users.

It is working correctly, though the addon probably didn't recognise the gold spammer you saw. And by the way, I have not yet received the file from you. Did you forgot to send it?

I uploaded a addon at http://files.wowace.com/ named RelegationW. It writes down all "reportable" chat messages. Each time you see a gold spammer that the addon doesn't handle, you can send me in e-mail the SavedVariables file.
