A first attempt at a small addon to fix some of the problems with the current Blizzard_CombatLog

* Replaces the PLAYER_ENTERING_WORLD event with VARIABLES_LOADED (and a second check for ADDON_LOADED in case it's loaded late) - This is actually a bit more complicated in reality, but it seems to work right 8-)

* Artificially cap the number of events that can be reprocessed at once down to a smaller number to avoid endless refiltering.
