SMCT: Chat Function Wrapper

This is an add-on for System Message Control Tool, which will hopefully fix the issue some users are having with duplicate messages in some setups.

The add-on is just a wrapper that makes sure that SMCT is the first add-on to intercept chat event messages, which the nature of SMCT kind of requires.

If you aren't experiencing duplicate messages with SMCT you do not need to download this add-on.
