Well, after glancing at that addon's code, I need some of this:

Try logging in with all addons disabled except for ShieldsUp. I'm not sure how another addon could be hiding the display unless that addon was explicitly written to hide the ShieldsUp frame, though.

Yes, I double checked every setting and reset to defaults. Played with all the sliders to see if I could get it on screen and hid every other element incase it was behind them. Something is hiding it.

Versions other than the current one are not supported, and are likely to not work. They were superceded by newer versions for a reason.
Anyway, did check your visibility settings as I suggested? If you're standing in town and have "Hide when resting" checked, or aren't in a group and have "Hide when solo" checked, for example, then the display being hidden is expected and correct behavior. |
