Yes, the AceConsole library provides the /rl, /print, and other slash commands. Cosmos also has this in its ReloadUI mod, which was linked already.

Without any of these, you need to type /console reloadui or /script ReloadUI()

There's no reason to call this AddOn a joke. It seems you don't even realize the /rl command isn't native to WoW but comes with Ace which the author clearly stated he doesn't use.
