GoGoMount does use the Abyssal Seahorse in the various Vashj'ir zones as long as you have the buff. If you've added favorite mounts to GoGoMount make sure you've added the Abyssal Seahorse to that list.
If that still doesn't work, create a ticket here and attach a debug log to it of you mounting in Vashj'ir.

Blizzard does not have a proper API call to determine if you're in a flyable part of the water. There is no real way to tell if you're on the surface.
What I did was detect if you have a breath bar and the direction the bar is moving. If there is no bar or you're gaining breath then it's assumed you're on the surface or out of w...
