 Opacity issue with KGPanels

Ok I am having an issue with using this artwork in KGPanels. Whenever I log out of the game and go back in or simply reload the UI, the artwork goes slighty transparent. I have checked the Panel Opacity and it shows at 100%. I can fix it by simply sliding the Panel Opacity to the left and then back to 100%, but when I relog it just d...
