rules question

i think that i have done this right but it is not seeming to work. i create a rule... called it leather i assign a bar number to rule 2 leather. i click on an item go to add it to rule... add it i look at the rule, it is there but it is not moving to the bar. i am sure it is something dumb i am missing help!
