I play on the English client and I believe it was on my Rogue, who has Enchanting and Skinning. I forgot to mention this also happens with Cooking recipes. I'll check to see if this happens with my other characters with other professions.

Perhaps related to the post just before this one, when I mouse over the Expert First Aid book, it shows correctly which characters can learn it, which will be able to learn it, etc, but for the characters that will be able to learn it, it shows "Will be learnable by Character (0)" instead of their actual skill level.
