 lag issues

When ever I log in, everything's fine. But then I try to cast a spell and it goes all laggy, getting me down to about 8 FPS. There is this annoying tic tic tic sound, and when i can hear that, it begins to lag.. I really like this UI, been looking for one like this for a long time now, and it would be great if you could help me out!...
