I finally got it working. The instructions to install is generic. I put the folder "Female Announcer" in the AddOn folder. Thats it. The link about installing was not good. The add-on is good. And it has a good voice.

I installed it, followed the directions and the button or link did not appear in the character screen (The screen that shows my characters after I log into WoW). In the snap shot of what is right and wrong .. it shows an "xml" file. But I did not get an xml file when I downloaded it. Also, It does not show where to sounds folder...
