 Debuff setting does not save and other things

Comments are based on play today on Live Retail:
1 - Hide Default Debuff Frame - Option does not save between logoff and logon
2 - Lock Frames & Elements - Option does not save between logoff and logon (is it supposed to?)
3 - is there a way to hide elements based on Alt Mana. I use a common layout for all my toons and the one...
