I ran BattleBar 0.3 Beta (Downloaded from site, ie. exact same thing you get) on a fresh computer, deleted all UI-Mods & WTF Folder, installed BattleBar alone.
Runs fune, works perfectly out of the box (zip).

Something is very very wrong then, that sounds like a syntax error, you may have a conflicting mod.
I tested this mod on a fresh copy of WoW and it ran fine for me.
If there's a syntax error caused by something (conflicting mod, something i missed) it'll cause a cascade of failures in the files which makes the entire mod inoper...
