How to keep bars from hiding

I have no idea what part of the SpartanUi this is, but it's the two smaller action bars that only appear when you mouse over them. The two bars that have guild, character, and on the other side the pet actions or self-buffs. How do I prevent these from auto-hiding, I want them to stay viewable and not have to worry about mousing ov...
