I clicked on lock elements to unlock them but I can't move them around anymore. Only one or two elements is able to be moved right now. Is this just a problem I am having?

I may just be retarded but when I loaded this up I couldn't get anything to come up for kgpanels. I click on Active Panels but there is no + next to it for me. I tried manually adding libraries and I think I just have no idea what I am doing. Also, my screen has a max resolution a bit smaller...does anyone know how to make domino...
