"my" filter hasn't been working properly for me in 3.1.11 (whitelisted to show target debuffs) when i'm targetting something it will show every debuff from everyone, then will trim down to about 1-2 debuffs per class (ex. i play lock, and it will show vindication from a ret pally but not judgement or righteous vengeance) anyone...
