It should be in actionbars.lua. Weird that yours only has 175 lines of code...
Mine has 333. What editor are you using?
I just opened it in notepad.

I looked at that, and maybe(read: probably) it's my inexperience getting the best of me, but I don't see anything specific to the stance/shapeshift bar that looks like it would be relevant to unlocking and moving it around.
Could you point me at a specific line in the lua, or even just an idea of what tags I'm looking for? I hate...
