 Issue with location

Hi, trying to figure out why the pop up is always in the bottom left corner over my chat window. No matter what I do with the anchor or choosing different anchors, it continues to pop up there. Any suggestions?
Also, when I am hovering over a character or NPC I can choose the option for it to pop up where my mouse is, I hate that....
