 Power Aura bugged?

I installed PAC and nothing happens. No matter what buffs me or anyone else gains or loses, nothing ever happens.

Enabling alerts?

I have v5.13 and all the events/triggers/etc on default and enabled. Whenever someone uses something, nothing comes up. When a skill becomes available to me (i.e. riposte on my rogue) I get no warning either. No text ever comes up. What lines do I have to edit to make them show up?
