Could you make an option to split the buffs and debuffs? For example Put buffs on top of the tooltip and put debuffs on the bottom of the tooltip.
Also could you make an option to move the health and mana bars to below the tooltip border?

when you mouse over the tooltip just like in the picture, you tooltip wont fade away or Most importantly you cant click through the tooltip. No other Fubar addon behaves like this, I did find one though that acts the same FuBar_GCInFu-r9358.zip.
