That's what I thought too at first, but upon messing with the border settings, I found that the health bar always stays the exact same number of pixels away from the border. If you enlarge the border it pushes it towards the inside of the tooltip.

Quick question...how was the scale of the built-in proc graphics changed? After I installed RealUI I found that the proc graphics for Shooting Stars and Nature's Grace were much smaller than they had been prior (when my UI scale was set to the lowest it could be).
