Cannot use Focus

If I target something then right click and choose to set focus, I get an error blaming some other addon if other addons are loaded. If icehud is the only addon loaded at all, then a dialog appears saying not allowed and would I like to disable icehud in order to use Focus frames. How can I get focus working?
