The runic power bar seems to be set to 100/115/130 max on login, when you switch specs it bugs. Reloading the interface after switching specs is a workaround.

As you already mentioned, priority-relevant proc-icons would be nice. And maybe sort the bars in a way that they fill continuously from left to right, always putting the empty (or less filled) bar on the right.
