I'm not sure how you're predicting ticks at the moment, but I've found out the AURA_APPLIED/AURA_REFRESHED timestamp and the initial instant tick of SW:P (PERIODIC_DAMAGE) are always identical, so it seems like that should be an easy to filter out issue. Are you positive? The last time I inspected this during Cataclysm beta I was watching the tooltip of my applied dot change as I gained and lost dynamic haste, and we know that doesn't happen. I'm actually experimenting with pulling the tick-time information from the tooltips themselves rather than attempting to calculate it manually in the rewrite. Not sure if I'll end up keeping it this way as it mostly depends on whether I can reliably get the tick time from the debuff/buffs on units, but my cursory inspection of debuff...
