encountered a slight problem

I have encountered a slight problem with IR 1.991 .... It does not want to queue items if fired by event ... I mean , my wife playes a dr00d with 5 points in Furor ..when she shifts to bear ...only weapon changes ..other items don't change and don't get queued =/
