Mine's set to:
self:SetPoint("BOTTOM", caelPanel9, "TOP", 0, pixelScale(5))

I did this to get it out of the way. Of course, this only works if caelPanel9 (damage meter) is active, otherwise, it will also be centered at the top.

Great job cbuck! UI's really are all about our different playing styles. caelUI is just one of the UI's that we commonly like. So I also say, thanks to Caellian, Gotai, recluse, Jankly and others I may have missed involved with the development of caelUI!
