Transparent windows

Is there a mod that will let us modify all the default windows? I saw something on a WOW review where the guy had a transparent looking mail window, character screen, etc.

It was most likely skinner or a custom mod.

I kinda figured that. I know there is a hidden folder that can be made and certain file names to overwrite the standard graphics. Just can't remember it.
