Making a toolip
 

I was going to make a tooltip that's the border to this screenshot's chat/minimap border. I was wondering if the tooltip had to be 128x32 (i think) or could I make it 256x64? Is that possible?

Yes, yes they are.

You can either replace the tooltip border blp with that border, or use Cowtip or Skinner.
