WoWInterface - AshenVale Hunt Unavailable -

I can get the quests by looting the items.

Does anyone know what the progression to get flagged for this quest is?

Ive done all the Hunts in XR
I've tried talking to Gorlach in Org
I've tried talking to Windrunner in Thunder Bluff
I've tried talking the the Ashenvale Quest NPC.

In Ashenvale I can talk to the questgiver about the hunt but I cannot obtain the quests. Neither of the NPCs in Org or TB have the quest to give me. The Hunt Quest NPC in XR has no quests to give me.

If anyone can help I'd appreciate it.
