The layout only modifies the frames appereance, it won't move them. You need Kollektiv's WTF folder if you don't want to configure anything....

Then, in nurfed in game menu, go to "Frames" option and click "Import" (you'll have to reload ui after that) and it should work.

Try
/script NURFED_FRAMES = nil
to reset the unitframes.

You can unlock the UI and mousewheel over a frame to resize it :)
