To tag on to the end of this one....

I had the exact same problem. I had both bars enabled on Titan Panel...as soon as I removed the bottom bar, it was fixed.

Game Menu -> Interface -> Social

Uncheck "Simple Chat"

Reload UI

That fixed it for me :-)

I have the same issue, followed these...

I have the same issue, followed these instructions to the letter, and still get the same results.

I am running Vista, as someone mentioned before...could that be the issue?
