Just an update. I just found out that it's not only Carbonite doing this to me, I just had ArkInventory do the same. So I have no idea where to go on asking for help with this now. =x

Yeah, it's far from consistent. I've been able to use some items, and not use others, and I was in the same play session today watching it, after I made my original post.

Carbonite has been blocked from an action only available to the Blizzard UI.

Carbonite lists this quest as needing Soothing Spices still, but it seems that Blizzard took that item out of the game.

I was actually coming to post a request for this as well. I love how Carbonite handles quests, but I also loved how the default one had the needed items next to the quest. Saved a lot of time digging...
