Seriously though, if you do more than just zip together a bunch of addons (what most do)... but instead actually include some sort of config addon or such that is an actual addon, even if it depends on the other addons in the package, I would think you can make the argument that you ARE a dev.
It's the people that just package up a bunch of addons they want their guild to use and post it up here for the free hosting that shouldn't be allowed to get a key from this.
Or, at least, that's my crappy opinion.
