No idea what "locked out" means, but judgement works fine for me. Try this: Disable nUI. Problem go away? If not, it's not nUI, it's something else.
Don't know anything about nugcombo, but I would think if all it does is replace the defaut combo bar it would work fine with nUI. Only way to know is to try it, I guess.
