You are running an old version of nUI6 with nUI5 and it is interfering with the objectives tracking.
1) Make sure you have the most recent nUI6 -- it's 6.04.03.03 and should *not* be run with nUI5
2) Make sure you have the most recent version of nUI5 -- it's 5.07.09
Both version numbers are printed in the chat frame when you log in. If you run nUI5 without nUI6 then it will let you move the objectives frame as normal. If you run nUI6 without nUI5 it will position the objectives frame correctly, but will not allow you to move it.
