Well... it's pretty obvious that there's something causing a FPS leak on some people's systems with nUI... now the trick is to try and pin down what the leak is and where.
The thing that bothers me is that with the unit frame panel in solo or party mode, it shouldn't be triggering events on your other unit frames or consuming any time in them even if it does. Just running around not near anyone shouldn't be producing any traffic in the UI, so then what's the issue, where and why?

I need those of you who have this issue to see if you can identify what the trigger is that causes the FPS drop... that's a lot to ask, but I don't even know where to start to look. Worst case, we could try creating hobbled versions of nUI with certain modules stubbed out and see if we can work out which module or modules are at fault but that's a really ugly way to go about it.
