Problem 1; the keybind issue is in fact a Blizzard issue. I had been able to replicate it using no addons (none in the addons directory, and clean WTF and Cache folders).
nUI may exacerbate this issue, but it is definitely a Blizzard bug. Other authors who've written actionbar addons have implemented a workaround for this bug... Scott said he might do the same, if he hasn't already (I haven't had any keybind issues since this last nUI release).

AddOn Authors: If your addon spams the chat box with "Addon v8.3.4.5.3 now loaded!", please add an option to disable it!
