I use Bullguard Gaming for Antivirus and Firewall and even though Blizzard and the downloader program both have every possible permission, on my laptop, I still find it is necessary to disable the firewall for the duration of the patch, although this is unnecessary on the desktop. (They are configured the same in every way)

Perhaps your system is popping a permission request at 10% (mine was) that is hiding behind all the windows and, because it is hiding, you're not allowing so the firewall blocks?
