_NPCScan requires you to delete your cache before you go search, and you would have to do the same alot of times if Carbonite would do the same thing.
Many (MANY!) quest-mobs use the same model/texture, where as the ones you would look for with _NPCScan is more or less unique.
Just do like everyone else and search for the npc until you find him
