Did you turn the HUD off? The debuff list is displayed on the HUD... upper left, immediately below your name.
If you turned the HUD off, you might consider using the "Simple HUD" mode. If you don't like the health bar in the simple HUD, the command '/nui hud healthrace' will turn it off.
