You should be able to enable the "Use UI Scale" option in the WoW video options panel and size the scale down until the totem bar is the size you want it to be. Once you have it the way you want, close the video options and do a '/nui rl' -- I think that will do the trick.

I was playing about with the settings after posting and i found that myself, only thing is...
somthing does not like me and i cant load wow fullscreen now :/ Can any one work out why this one playing up now?
I can play fullscreen but not at the size i what (1280x900) this should of been a 20 to 30 min job, turns out it a LOT longer that i planed for :/
